Government Office for the North East represent central government in the North East. This includes the Office of the Deputy Prime Minister; Department for Education and Skills; Department of Trade and Industry; Department for Transport; Department for Culture, Media and Sport; Department for Environment, Food and Rural Affairs; Cabinet Office; Department for Work and Pensions and the Home Office. They work to influence contract and develop government programmes and initiatives at a regional and local level, by working in partnership with relevant organisations to meet local needs.

Local Resilience Forums (LRF)
Within each region there are a number of police forces, in the North East they are Cleveland, Durham and Northumbria. The area covered by each force has a LRF.

The LRF's are typically chaired by a Chief Officer from one of the key services and provide local direction for emergency planning.

Each of the organisations that have a public safety responsibility in that area, are represented and they will provide the direction for each of the emergency planning units. It also presents a forum for discussion between the various organisations.

The Northumbria LRF has developed the North East Information Line (NEIL).

Regional Resilience Teams (RRT's)
Regional Resilience Teams were set up to support the civil protection community across the regions in their preparations to handle situations that have a regional or wider impact. In recent years the range of possible challenges has increased and may no longer be restricted to a localised area. This has meant that building the resilience of regions is a Government priority.

Regional Resilience Teams work with local authorities, the emergency services and other key agencies to ensure that the region is prepared to deal with emergencies. They also have the following roles:

  • To improve civil protection co-ordination at regional level.
  • To improve co-ordination with local responders.
  • To support planning for a regional response.
  • To co-ordinate government resources in a disaster.
  • To assist with recovery.
  • To build on existing civil protection structures.
  • To create civil protection partnerships.

Regional Resilience Forums (RRF's)
The new regional framework has also seen the formation of Regional Resilience Forums (RRF's) to provide multi-agency strategic direction to civil protection planning at a regional level. The RRF's are supported by the Regional Resilience Teams. Membership of Regional Resilience Forums includes: central government agencies, the armed forces, the emergency services and local authorities.

The Regional Resilience Forum has established a number of sub groups which are supported by the Regional resilience Team.  These include the:

  • Mass Fatalities Working Group
  • Chemical, Biological, Radiogical and Nuclear (CBRN) Working Group
  • Voluntary Group
  • Utilities Group
  • Impact Management Recovery Group
  • Regional Media Emergency Forums (RMEF)
